BIO-key International needed online help for WEB-key, a biometric finger-reading security application for the web. Because WEB-key was a new technology, the online help needed to educate users about biometrics as well as help them use the application.

The Personnel Licensing Division (now the Division of Educator Licensing) serves teachers, administrators, and other education personnel who required information and applications for education licensing. To fulfill user needs and expectations, the site needed a new design, navigation structure, and revised content.

ISEEK determined that difficult navigation and inconsistent presentation of content were obstacles to users and detracted from the success of its public website. They wanted a site that would help to promote higher education, training, and career exploration, and facilitate the search for employment in Minnesota.
